Township administration, police headquarters and council chamber consolidated from four ageing buildings into one civic block.
The problem
A public building with genuinely opposed requirements: an open, welcoming front door for residents and a hardened, secure envelope for the police function, on a constrained downtown lot.
What we did
The two programmes share a masonry spine and separate cleanly at it. Residents enter a daylit two-storey hall; police operations occupy a controlled wing with its own sallyport and vehicle yard behind.
Outcome
Delivered under a referendum budget with a 31 percent reduction in annual energy cost against the four buildings it replaced.
